Thesis: The Need to Revise the International Health Regulations Critical analysis reviewing events leading up to of two public health emergencies of international concern (PHEIC), the 2014-2016 Ebola outbreak and the COVID-19 pandemic to make recommendations for reform. A Decision Instrument was created for to standardize the PHEIC Emergency Committee decision-making process, account for non-compliant State Parties, and allow for intermediary action prior to a PHEIC declaration.
